Rafe Buckner is an Owensboro native and graduate of Owensboro High School. He revived and was president of the Northwest Neighborhood Alliance for several years. With Owensboro family history dating back to the Negro Chautauqua Era of Owensboro, Rafe will provide a unique and personal perspective on this historical topic.
